Landmarks first, overall outline later
For a personal database, individual visible landmarks are often more useful than a supposedly complete map. Each landmark can be assigned an image, an estimated position, and a verification step.

Individual points are easier to verify than entire islands.

The GTA Wiki project demonstrates this approach with scene-by-scene object lists and various verification markers. This way, not all possible identifications need to be assigned the same degree of certainty.
