Island life and smugglers' milieu
The Leonida Keys are a tropical island region with a more relaxed atmosphere than Vice City. Water, recreational boats, and a casual lifestyle characterize the depiction. The comparison to the Florida Keys is obvious and explicitly made by Dexerto; he explains the island motif, not the exact layout of the coastlines or streets.
The region is also part of Jason's immediate surroundings. Brian Heder's boat business and the local drug smugglers connect the vacation image with a different kind of economy on the water. This connection makes the Keys particularly interesting for the character overview. Travel times between the islands or the accessibility of individual bodies of water cannot be reliably calculated from the published images.
